- Allows well managed, well capitalized banks and credit unions with $6 billion or less in assets to alternate full-scope exams with limited-scope exams, and to combine safety, consumer compliance, and cybersecurity exams on request.
- Excludes institutions under a formal enforcement proceeding or order, and banks or credit unions whose control changed hands since their last full-scope exam.
- Requires regulators to issue implementing rules within 12 months and keeps their authority to conduct off-site monitoring, targeted reviews, and additional full-scope exams.
- Directs examiners of smaller institutions to use experienced leads, fewer examiners, and shorter visits, and to give advance notice of expected issues, and requires annual reports to Congress on these practices.
