- Requires the Secretary to make electronic clinical quality measures, MIPS clinical quality measures, and Medicare ACO quality measures available as collection types for performance years 2025 through 2029.
- Bars the Secretary from finding ACO data unrepresentative solely because an ACO participant could not collect it through the chosen collection type, if the ACO otherwise meets completeness rules and shows the participant was unable to collect the data.
- Establishes a digital quality measure reporting pilot for performance years 2028 through 2032, in which selected ACOs report two specified measures and only those measures count toward quality performance standards and the quality score.
- Appropriates $8,000,000 for fiscal year 2026 to the CMS Program Management Account and lowers the Medicare Improvement Fund amount in Section 1898(b)(1) from $2,062,000,000 to $2,054,000,000.
