- Lets the Interior Secretary use higher emergency purchase and simplified acquisition thresholds for Dragon Bravo Fire recovery work in the covered area, without requiring a presidential emergency declaration.
- Allows noncompetitive contracts for North Rim employee housing, utilities, visitor facilities, and maintenance, awarded only to the current concessioner after a written determination by the Secretary.
- Requires reports every 180 days on recovery costs, cost overruns, contractor conflicts of interest, and any waste, fraud, or abuse.
- Ends the emergency contracting authority after seven years or when recovery projects are complete, whichever comes first, and allows a 12-month extension if a new fire affects recovery, subject to congressional approval.
