- Requires the Forest Service to convey the reservoir, dam, ditch, and about 45 acres of surrounding land to the City of Ouray, with title in fee simple and the conveyance at no cost to the City, except that the City pays survey costs.
- Requires the City to pay for all repairs, operations, maintenance, and regulatory compliance for Full Moon Dam and related infrastructure, and to keep the land as permanent open space with free public access for recreation, including fishing.
- Limits City development on the land to what is needed for dam operation and safety, and bars expanding the reservoir's surface footprint in a way that harms upstream wetlands.
- Reserves public easements for existing roads and trails, grants the City a perpetual easement for the Red Mountain Ditch, and allows the land to revert to the United States if it is used contrary to these terms after a 90-day notice period.
