- Requires a license for exporting covered integrated circuits to entities located or headquartered in a country of concern, and bars the Commerce Department from issuing a general license for that purpose
- Requires the Commerce Department to send Congress license applications and certifications at least 30 days before approving any such license, and lets Congress block a proposed export by joint resolution
- Terminates existing licenses for these exports and denies new ones until 14 days after a national security strategy on chip access by countries of concern is submitted to Congress
- Directs the Commerce Department to set up a trusted United States person designation with security, ownership, and audit standards, which would exempt qualifying exports from certain license requirements
