- Starts the restriction with the first fiscal year beginning more than 12 months after enactment, and restores eligibility once the relationship ends.
- Allows the Secretary of Homeland Security, after consulting the Director of National Intelligence, to waive the restriction for up to one year at a time, with annual renewals, if the school has strong safeguards and the tie is in the national security interest or poses no direct or indirect risk.
- Requires the Secretary to provide outreach and technical assistance to schools and to submit annual reports to the House Homeland Security Committee and the Senate Homeland Security and Governmental Affairs Committee, beginning 18 months after enactment.
