- Bars election officials from giving in-person voters a federal ballot unless they show a valid photo ID, but lets them cast a provisional ballot and show ID within 3 days or sign a religious-objection affidavit.
- Requires mail-in voters to include a photo ID copy, or the last four digits of their Social Security number with an affidavit that they cannot obtain ID, or a notary's attestation that they marked the ballot themselves.
- Directs states to provide free public access to copiers and scanners at government buildings for copying photo ID, and to notify voter registrants of the ID rule, including before they finish online registration.
- Creates grants to states and tribal governments that issue photo ID free to people who attest under penalty of perjury that they cannot afford the fee; the ID provisions take effect 90 days after enactment.
