- Replaces the 2002 boundary map with a 2024 map titled "Proposed Sloan Canyon Expansion" and raises the conservation area's acreage from 48,438 to 57,728.
- Requires the Bureau of Land Management, within one year, to grant the Southern Nevada Water Authority rent-free rights-of-way outside the conservation area for geotechnical work and for building and operating water transmission facilities.
- Lets the authority excavate tunneling materials at no cost and requires a memorandum of understanding identifying federal land for disposal within 30 days after the rights-of-way are granted.
- Keeps valid existing rights and designated utility corridors in place, bars the pipeline from wilderness areas, and bars permanent harm to conservation area surface resources.
