- Requires front-of-package Food and Drug Administration warnings on sugar-sweetened beverages, foods with high-intensity sweeteners, and ultra-processed foods, each in a bordered box with an exclamation icon.
- Requires an octagonal "High in" label on foods containing nutrients of concern, such as added sugar, saturated fat, or sodium, at levels the Secretary of Health and Human Services determines raise disease risk.
- Bans marketing of these labeled foods in ways that reasonably appear directed at children, and makes it unlawful for the Federal Trade Commission's child-directed advertising rules to be applied to such products' advertisements without the required warning.
- Directs the National Institutes of Health to research nutrition and ultra-processed foods, and the Centers for Disease Control and Prevention to run a public education campaign; repeals a limit on Federal Trade Commission rulemaking for children's advertising.
