- Mail-in and other absentee ballots must include a copy of a valid photo ID, or the last four digits of the voter's Social Security number plus an affidavit saying the voter cannot obtain a copy. Uniformed services voters and certain voters with disabilities are exempt.
- Accepted IDs include state driver's licenses and ID cards, U.S. passports, military IDs, and Tribal government IDs, each with a photo and an expiration date.
- States must provide public access to copiers or scanners at no cost in government buildings such as courts, libraries, and police stations, and must notify new voter registrants of the ID requirement. The section takes effect 1 day after enactment.
